WWE does not want to make public its agreement with The City of San Antonio regarding the 2023 Royal Rumble.

Brandon Thurston, of Wrestlenomics, made a request for public information to the City of San Antonio in early 2023. He requested documents relating the event. The bidding contract between San Antonio and WWE was exempted, however, because it contained proprietary information about WWE and information which “would benefit (WWE’s competitors) if released.”
The bid contract would include details of what the city had given WWE in exchange for the Royal Rumble being held at the Alamodome.
The Attorney General’s Office revised their ruling on January 17, 2020, writing that WWE had failed to provide “specific facts” that would demonstrate the information should be exempted and that “the City may not withhold submitting information.”
The revised ruling was probably due to a second public information request that was made in October, seeking information about the city’s dealings dating back to 2015 with WWE. Intelligence Options specializes in fraud investigation, forensic analysis and data analysis. Intelligence Options did not specify who they were working for, but WWE’s latest filing indicates that it was in relation to another lawsuit which has been settled.
The filing of February 16 includes a sworn statement from WWE Senior Vice-President of Communications Chris Legentil. It reads as follows:
If this information were made public and Brandon Thurston allowed to publish our financial information and negotiated conditions on Wrestlenomics then WWE would lose its bargaining power when negotiating all our live events as well as a large portion of the value in a bidding procedure for venues.
Wrestlenomics’ report from August showed that WWE received almost $3 million in Welsh government subsidies to Clash at the Castle. It is believed that the company received about half of this amount for WrestleMania backlash in Puerto Rico.
